Contract lifecycle management (CLM) is the management of a contract across its full lifespan, in four practical phases: creating, monitoring, renewing and evaluating. But here is the honest question no supplier asks: do you actually need that complete package? For most organisations in healthcare, education and the public sector, the answer is no. What you do need is the steering layer on the phase that really matters.

This is a deeper look at an earlier piece on how AI gives the contract manager back control. The angle here is sharper. Not which software can do the most, but which part of the process you actually lose track of in practice.

What is contract lifecycle management? The four phases at a glance

The common definition, as described by suppliers like SAP and Wolters Kluwer, has six or more steps: drafting, review, signature, management and renewal. For a contract manager’s daily work, that is too many. Simplify it to four phases you will recognise:

Creating: drafting, negotiating and signing the contract. Procurement or the tender process often handles this.

Monitoring: following up on actions, monitoring SLAs, checking indexation, measuring performance.

Renewing: deciding in time whether to terminate, renew or re-tender.

Evaluating: assessing supplier performance and carrying it into the next round.

Almost all CLM marketing puts the emphasis on phase one. That is exactly where most organisations need the least help. The contract comes out of a tender, gets signed digitally or on paper, and then disappears into a folder. The real work begins in phase two.

Contract management or CLM: what is the difference?

This is the most frequently asked question around the topic. The difference is small but important. CLM covers the full lifespan of a contract, including drafting and signing. Contract management focuses on what happens after the signature: steering on agreements, performance and risks.

GRIP follows the CATS CM methodology here, one of the few Dutch parties to take this methodology as its starting point. CATS CM puts steering at the centre: not managing the document, but realising the agreements within it. A CLM suite that is mainly good at drafting and signing therefore does something different from a system that helps you steer. That distinction determines which tool you need.

Where it really goes wrong: recording is not steering

This is the heart of the matter. Recording means you know a contract exists: name, supplier, end date. Steering means you know which actions are open, whether performance is on track and which risks are at play. That is a big difference.

Take a facility manager at a healthcare organisation with 90 contracts. The cleaning contract has automatically renewed for a year. Nobody notices, until the new invoice arrives, including an indexation that was never checked. The data was there somewhere: the end date in the ERP, the indexation clause in a PDF, the notice period in an old email. It just never came together in time.

The impact of this gap can be quantified. According to research by WorldCC, PwC and McKinsey, an average of 2.6% of contract value leaks away each year with poor contract management, 95% of organisations lack full visibility of their own contractual obligations, and automating contract management delivers 15% lower management costs according to the same benchmark. The gain is not in nicer storage, but in actions that surface automatically and indexations that become visible before they turn into a surprise. You can read more about this in the piece on contract administration versus contract management.

Do you need a full CLM package? Usually not

For a local authority with 60 supplier contracts, an enterprise CLM suite is overkill. The same logic applies to most organisations in healthcare, education and the public sector. They do not draft contracts themselves, they sign through a separate system, and the real problem sits after the signature. A complete package for drafting and signing solves a problem they do not have.

When do you need the full package? If your organisation itself drafts, negotiates and legally reviews large volumes of contracts. Think of a corporate group with its own legal department producing bespoke contracts daily. Then the drafting and review functions do count. For a team of three managing 40 to 150 outsourced services, that is the wrong investment. You need the steering layer, not the whole factory.

CLM alongside your ERP, not against it

Many organisations think: we already have AFAS, so contract management is sorted. That is not correct. Your ERP or spend system records that a contract exists and matches invoices. What it does not do: analyse the content of that contract, extract actions, monitor KPIs or calculate indexations.

GRIP is contract management software for supplier contracts of Dutch organisations in healthcare, education and the public sector. The record stays in your existing system. The steering happens in GRIP, as a complement to your ERP, not as a replacement. More than 50 organisations and 525+ users work this way, without buying a full CLM package. The contract data is processed exclusively within Europe and GRIP is ISO 27001 certified for information security.

How the steering layer works in practice: three examples

Cleaning contract: indexation falls due every year on 1 January. GRIP flags the clause in advance, so you check the increase before the invoice arrives rather than after.

ICT SLA: a hosting contract promises 99.9% uptime. You link the KPI to the dashboard and see immediately whether the supplier is meeting the agreed availability, with evidence in the event of a dispute.

Multi-year maintenance: a building maintenance contract runs over five years. Recurring actions and inspection moments are scheduled, so nothing falls through the cracks when staff change.

Three different contract types, one principle: you steer on agreements instead of storing them and forgetting them. That is the shift from operational administration to control.

Frequently asked questions

What is contract lifecycle management in brief?

Contract lifecycle management is the management of a contract across its full lifespan. In practice you can sum it up in four phases: creating, monitoring, renewing and evaluating. For most organisations the real work sits in the monitoring phase, after the signature.

What is the difference between CLM and contract management?

CLM covers the whole lifespan, including drafting and signing. Contract management focuses on what happens after the signature: steering on agreements, performance and risks. A system that is strong at drafting is not automatically strong at steering.

Do I need a complete CLM package?

Only if your organisation itself drafts, negotiates and legally reviews large volumes of contracts. Organisations in healthcare, education and the public sector usually do not draft contracts themselves. They need the steering layer on the monitoring phase, not the drafting functions.

Does GRIP replace my ERP or AFAS?

No. Your ERP or spend system records that a contract exists and matches invoices. GRIP adds the steering layer on top: following up on actions, monitoring KPIs and checking indexations. The record stays in your existing system.

How secure is the contract data in GRIP?

The contract data is processed exclusively within the European Economic Area, under European law. GRIP is ISO 27001 certified for information security and has an external penetration test carried out annually. That gives a demonstrable basis for organisations subject to NIS2.

How many contracts do you need before CLM becomes worthwhile?

There is no hard threshold, but Excel grinds to a halt once you head towards twenty contracts, someone leaves or you face an audit. With 40 to 150 outsourced services, the steering layer is almost always the sensible choice over an enterprise suite.

Does CLM only work for facility contracts?

No. The principle works for every type of outsourced service: cleaning, ICT SLAs, multi-year maintenance, framework agreements and healthcare contracts. Facility management is the strongest vertical, but the steering layer on agreements, KPIs and indexations is independent of contract type.

See how the Contract Dashboard makes that steering layer concrete, and book a demo to see it on your own contracts.

Search for “what is contract lifecycle management” and you get the same answer everywhere: a complete package that digitises your entire contract process, from drafting to signing to archiving.
